RFP and Tendering Support
To support contracting activities, we:
  • guide contracting authorities to develop and issue Requests for Proposals, Tenders and Contracts
  • develop and publish contracting standards and guidelines
  • provide standard tendering and contract documents for goods and services, major construction, professional consulting and RFPs.

  • Standing Offer Agreements
    We establish Standing Offer Agreements (SOAs) for complex, high volume and commonly used goods and services.
    Troubleshooting
    We help PWS staff with contracting problems. This includes coordinating the use of legal counsel if needed. Consulting services are also available to other departments, boards and agencies. These include help with contracting issues or processes. We:
  • develop RFP documentation
  • evaluate proposals
  • provide "fairness monitoring"
  • provide post-contract audit of contracting activities.
  • Contract Administration
    We give assistance and training to project management staff in PWS and the GNWT. We also help develop and monitor PWS procedures and standards. In this way, we ensure project management activities comply with GNWT legislation and policy. Services such as providing advice, solving problems and helping resolve disputes are offered.
